circular economy requires that the whole production, consumption and waste treatment process be organized according to the ecological law, and its essence is an ecological economy. Compared with the traditional economic model, circular economy has three important characteristics and advantages:
first, circular economy can fully improve the utilization efficiency of resources and energy, minimize waste emissions, and protect the ecological environment. Traditional economy is a one-way material flow economy composed of "resources - products - pollution emissions". In this economy, people extract natural resources and energy with higher and higher intensity, and discharge a large amount of pollution and waste into the environment in the process of production, processing and consumption. The utilization of resources is often extensive and disposable. Circular economy advocates an economic model based on the recycling of materials. Based on the principle of coordinating the relationship between man and nature, circular economy simulates the operation mode and law of natural ecosystem, realizes the sustainable utilization of resources, and transforms social production from quantitative material growth to quality service growth; At the same time, circular economy also lengthens the production chain, promotes the development of environmental protection industry and other new industries, increases employment opportunities, and promotes social development. third, circular economy brings production and consumption into an organic sustainable development framework at different levels. in recent years, China has gradually carried out practical exploration of circular economy at three levels, and achieved remarkable results:
promote cleaner production at the enterprise level. China is internationally recognized as a developing country that has done the best in cleaner production. In 2002, China promulgated the cleaner production promotion law. At present, Shaanxi, Liaoning, Jiangsu and other provinces, as well as Shenyang, Taiyuan and other cities have formulated local cleaner production policies and regulations. According to statistics, at present, China has carried out cleaner production audits in more than 20 industries and more than 400 enterprises in more than 20 provinces (districts and cities), established cleaner production centers in 20 industries or places, and more than 10000 people have participated in different types of cleaner production training courses. More than 5000 enterprises have passed the ISO14000 environmental management system certification that each dress is made of materials equivalent to 27 plastic bottles, and hundreds of products have obtained environmental marks

According to the concept of circular economy, 10 eco industrial parks have been established in areas or development zones where enterprises are relatively concentrated. These parks organize production according to the principles of ecology, so that the "waste" of upstream enterprises can become the raw materials of downstream enterprises, reduce pollution emissions as much as possible, and strive to achieve "zero emissions". For example, Guigang national eco industrial park is an industrial circular economy demonstration zone composed of sugarcane fields, sugar making, alcohol, paper making, thermoelectricity and other enterprises and environmental comprehensive disposal supporting systems in 2014. Through the exchange of by-products, energy and waste, a relatively complete "closed industrial ecosystem" is formed, so as to achieve the best allocation and utilization of park resources and reduce environmental pollution to the lowest level, At the same time, it has greatly improved the economic benefits of the sugar industry, opened up a new way for the structural adjustment and structural pollution control of the sugar industry, and achieved the unity of social, economic and environmental benefits.
